Domestic EPC reform: new metrics and a revised timetable

The proposed domestic EPC format is changing, with implementation now expected in the second half of 2027.

What government has confirmed

A partial government response published in 2026 confirmed plans for four headline metrics on reformed domestic EPCs. The intention is to give a broader picture of building performance than a single headline rating.

Following engagement with industry, the launch of the domestic EPC reforms moved to the second half of 2027. A final implementation date and transition arrangements remain subject to the government programme and parliamentary approvals.

What this means today

Current EPC requirements and approved methodologies continue to apply until the reforms take effect. Existing certificates do not become invalid simply because a future format is being developed.

Owners planning improvements should still consider fabric, heating, energy cost and carbon together. A future multi-metric certificate may make those different outcomes more visible, but measures should already be selected around the building and the owner’s objective rather than one score alone.

Watch the transition, not speculation

The useful milestones will be the final response, confirmed regulations, methodology approval, software readiness and an operative date. We will report those points when official information is published rather than predict how individual properties will score.
